Najm Hamad al-Ahmad made the remark on Monday at an international conference on fighting terrorism and religious extremism, SANA reported.
He added that the terrorists in Syria are receiving unprecedented supports.
Al-Ahmad further criticized the dual polices of certain countries toward terrorism.
The counter-terrorism conference began Sunday in the Syrian capital of Damascus.
Political, religious, cultural and social figures from 21 countries, including Tunisia, France, the US, Russia, Romania, Britain, Bulgaria, South Africa, Iran, Yemen, Austria and Turkey are attending the two-day event.
Terrorism and national sovereignty, terrorism in view of international law, terrorism and religious extremism, and illegality of unilateral economic sanctions against Syria are the themes of the conference.
