According to al-Jarida daily, he said Takfiri terrorist groups are committing un-Islamic and inhumane crimes such as mass killing of people and destroying mosques.
Allam underlined that Muslim leaders and rulers must act against these terrorist groups.
Elaborating on the meaning of Jihad in Islam, he said Jihad has a broad meaning ranging from struggling against Satan to fighting the enemies.
What these Takfiri groups do, however, has nothing to do with Jihad, the senior Egyptian cleric stressed.
The terrorists have entered Islamic lands in the name of Jihad and Promotion of Virtue and Prevention of Vice but what they do is killing innocent people, plundering, and destroying mosques and houses, he said.
“This is certainly not Jihad but is ifsad fi al-Arz (spreading corruption on the earth).”
His comments came as media reports say hundreds of Takfiri militants belonging to the Islamic State of Iraq and the Levant (ISIL) terrorist groups have entered the Egyptian capital of Cairo.
According to al-Khabar Press news website, ISIL has sent its militants to Cairo to carry out attacks on sensitive sites in the city.
Last week, over 100 ISIL Takfiri terrorists were slain by Egyptian military counter-attacks in Sinai Peninsula.
The militants were killed during clashes which broke out after they attacked army posts in Sheikh Zuweid and Rafah cities, said a statement released by Egypt’s General Command of the Armed Forces late on Wednesday, July 1.
The army also destroyed 20 vehicles used by the militants in the attacks, the statement added.
The terrorists attacked multiple bases of the armed forces on Wednesday, but the Egyptian military was able to “thwart all attempts by the terrorists to achieve their goals,” it noted.
“Egypt’s great people, your armed forces are leading a fierce war against terrorism without leniency, and we assure our great people that we have the will and insistence" to eradicate "this black terrorism," the statement read.
It also highlighted that 17 army personal were killed and 13 more injured during the operations.
The statement refrained from explaining the discrepancy with earlier reports that said over 50 Egyptian soldiers were killed while battling the terrorists.
