Integration of Mosque Construction in Tatarstan

IQNA – The Department of Religious Affairs of Muslims of Tatarstan in the Volga region in Russia has approved two new documents in an organizational and religious measure to regulate the construction and renovation of mosques and the creation and use of prayer rooms.

According to the Muslimsaroundtheworld website, this decision was made with the aim of protecting the Tatar Islamic identity and preserving the architectural features of mosques.

The two documents were approved at a general meeting of the Department of Religious Affairs of Muslims of the Republic of Tatarstan held in the historic city of Bulgar. At this meeting, which was attended by members of the presiding board, imams of congregations, religious judges and directors of Islamic educational institutions, the “Regulations on the Requirements and Recommendations for the Construction and Restoration of Mosques” and the “Regulations on the Construction and Use of Prayer Rooms” were unanimously approved and entered into force immediately.

This decision is of particular importance given the increasing expansion of religious places in Tatarstan. The purpose of this decision is to strike a balance between urban development and the preservation of the historical-Islamic Tatar identity, thereby preventing the loss of the unique cultural and architectural identity of mosques in the Republic of Tatarstan.

The Regulations on the Construction and Restoration of Mosques establish unified standards for the construction and restoration of all mosques under the supervision of the Religious Administration of the Muslims of Tatarstan and were developed with the participation of experts from the Awqaf Foundation, legal experts, architectural engineers, and representatives of state organizations and the construction sector.

The Regulations include requirements for the external appearance of mosques, their interior design and architectural functions, ensuring the preservation of the Tatar national identity within the framework of the Islamic style, and the revival of the traditions of building historical religious buildings among Tatar Muslims. They also establish clear mechanisms for approving architectural plans and coordinating with relevant authorities.

The second regulation concerns the organization of prayer rooms in public institutions and places, which sets out specific conditions for the construction and operation of prayer rooms, as well as specifying supervisory responsibilities and ensuring compliance with health and safety standards and fire prevention measures.

The document stipulates that prayer rooms are used exclusively for holding daily prayers in accordance with Islamic law. Friday and Eid prayers and the storage or distribution of religious books and publications are prohibited in these prayer rooms. The aim of this measure is to organize the religious functioning of these places and prevent them from being converted into unlicensed mosques.
