Mohammad-Taqi Mirzajani, head of the Secretariat of the Committee for Dispatch and Invitation of Qaris, said the process of selecting representatives for international Quran competitions is “clear and transparent.”
Speaking to IQNA, he explained that winners of Iran’s annual nationwide Quran competition—organized by the Endowments and Charity Affairs Organization—are typically chosen to represent the country in international contests. These include events in Iran, Malaysia, Indonesia, Russia, and other nations.
“In some cases, due to specific conditions set by the host country—such as age restrictions—we may not be able to send the first-place winner and must choose the next eligible candidate,” Mirzajani said. “However, all selections follow a transparent process, and the Supreme Council of the Quran is ready to answer any questions to prevent any perception of unfairness.”
He added that the committee also oversees non-competitive Quranic missions. These include promotional and cultural trips organized for occasions such as Ramadan, the Unity Week, and other Islamic events, often in cooperation with the Islamic Culture and Relations Organization.

According to Mirzajani, dispatching Quranic groups to accompany Hajj pilgrims is another annual program under the committee’s supervision.
He acknowledged that the number of international dispatches has slightly declined in recent years due to political and economic challenge. “On average, however, between 100 and 150 Quran reciters and memorizers are sent abroad each year,” he said, noting that special missions—such as Quranic delegations to Arbaeen—are counted separately.
