There were two rounds: the provincial stage and the finals, with the 18 top Quran memorizers of the first stage making it to the second round.

The Central Mosque of Imam Sarakhsi in Bishkek hosted the finals.

The memorizers competed in two categories: memorization of the entire Quran and memorization of 15 Juzes (half of the Quran).

Contenders in both categories were also scored on observing the rules of Tajweed.
